Wanton One-Ton Wonton

When a code phrase is spoken, this little cloth dumpling slowly increases in weight to approximately a thousand kilograms (thankfully, it automatically stops if it senses it's about to cause damage to persons or property). It can be clipped onto a belt, collar, or other restraint in order to force its wearer to the ground, and speaking the code phrase backwards instantly returns it to a normal density.
